HEALTH AND MIGRATION:
RIGHT TO HEALTH FOR ALL

THE UNIVERSALITY OF HEALTH IN SPAIN HAS REMAINED A PENDING TOPIC. AFTER THE DEVASTATION CAUSED BY THE PANDEMIC, AND AS PART OF REDER, WE RECOVERED A CONTINUOUS DIALOGUE WITH THE GOVERNMENT AND THE MINISTRY OF HEALTH, PUBLISHED A REPORT WITH RECOMMENDATIONS TO RECOVER UNIVERSAL HEALTH CARE AND ORGANISED DIFFERENT EVENTS TOGETHER WITH INTERNATIONAL ORGANISATIONS TO DISCUSS THE POSSIBILITY OF UNIVERSAL HEALTH CARE NOT ONLY IN SPAIN, BUT IN ALL OF EUROPE.

WE ORGANISED THE INTERNATIONAL EVENT: “IS UNIVERSAL HEALTHCARE POSSIBLE IN Europe?”

In March we organised the online event “Is universal healthcare possible in Europe?”, to talk and analyse the situation of universal healthcare, in Spain as well as in neighbouring countries such as France, Portugal and Italy  with colleagues from organisations such as Médecins du Monde, Sanità di Frontiera and REDER.

WE PROTESTED IN FRONT OF THE MINISTRY OF HEALTH TO ASK THE GOVERNEMNT TO END HEALTHCARE EXCLUSION

In July, on the third anniversary of RDL 7/18, we gathered at the doors of the Ministry of Health to once again ask the Government to honour their commitment to approve a new law for the recovery of universal healthcare in Spain and thus end the healthcare exclusion which many irregular migrants suffer. There we presented the campaign “Healthcare without buts”.

WE PRESENTED THE REPORT “NO-ONE IS SAFE UNTIL EVERYONE IS SAFE”

In April, as part of REDER, we launched the report “No-one is safe until everyone is safe”, which revises and unpacks the key contributions of universal health coverage for society, key aspects to recover Universal Healthcare and some opportunities -and difficulties- which may arise when attempting to achieve or maintain universal healthcare coverage in Spain.

DIALOGUE WITH THE MINISTRY

At the end of 2021 the Ministry presented the text of the bill which was debated at its First Reading in the Council of Ministers and opened a round of consultations with social agents with a view to collecting opinions and contributions, so that the text would be taken to the Reading in the Council of Ministers at the beginning of 2022. The text which emerges from the Second Reading will be that which is processed in Congress as a Bill. At Reder we undertook an analysis of this document and created a series of proposals for amendments which we sent to the ministry. In response to this, we were invited to a meeting in December. In the meeting, the Ministry informed us that it was still revising the contributions received and once the revision was finished they hope to have the text ready in the first quarter of 2022

LETTER TO THE MINISTER OF HEALTH: GUARANTEE ACCESS TO VACCINES FOR VULNERABLE POPULATIONS

More than forty notable civil organisations, represented by Amnesty International and the Collective of Persons Affected by INSS and REDER have criticised the exclusion of irregular migrants, homeless persons, and in general, sections of the population that are vulnerable owing to their socio-economic situation. On the occasion of World Immunisation Week, we addressed a letter to Carolina Darias, Minister of Health.
